Holly Porter is the Support Services Director and oversees facilities and special projects including planning, capital construction, major maintenance, and fleet operations. The Sheriff's Office has over 2.6 million square feet of real property at over 40 facilities throughout the County, and over 1,700 vehicles and pieces of equipment.

Holly started work with the County of San Diego in 2006. Just prior to assuming her current role, Holly served as the Deputy Chief Administrative Officer for the County of San Diego's Public Safety Group from 2019 to 2024. As General Manager of the County’s Public Safety Group, she worked closely with the Sheriff’s Office, District Attorney’s Office, and Probation Department. Within the Public Safety Group Holly oversaw Emergency Services, County Fire, Public Defender, Child Support, the Medical Examiner, and the Department of Animal Services. Together, these 9 public safety departments provide critical public safety services to the residents of San Diego County with over 8,000 employees and an annual budget of over $2.5 billion.

Earlier in her County career Holly served as the Director of the County of San Diego’s Office of Emergency Services for eight years, and was the Director of the County’s Emergency Operations Center during the December 2017 Lilac fire, the May 2014 San Diego County fires, the Joint Information Center during the September 2011 blackout, and she directed the communications team who responded to H1N1 in 2009 and the San Diego County measles outbreak in 2008. Holly also played a leadership role in the Emergency Operations Center during the 2007 federally declared wildfire disaster.

Holly earned a bachelor’s degree from the University of Florida and she’s a 2013 graduate of the National Preparedness Leadership Initiative through Harvard.
